Preserving institutional fleet knowledge before the retirements hit
Institutional fleet knowledge is the unwritten operating knowledge your veterans carry: unit quirks, interval overrides, diagnostic shortcuts, and the reasons behind old rules. It retires when they do, unless you capture it in small recorded pieces, review it, and store it where technicians can search it.
The problem, in numbers
The people who hold your fleet's working knowledge are leaving faster than they are being replaced. The Bureau of Labor Statistics projects about 26,500 openings for diesel technicians and mechanics every year through 2034, and notes that most of those openings come from replacing workers who leave the occupation or retire, not from growth. The TechForce Foundation's 2024 Supply and Demand report put it more starkly for diesel: replacement positions outnumber new positions by roughly four to one, more than 33,000 replacements are needed by 2028, and schools graduated about 11,310 diesel students in 2023.
Fleets have seen this coming for a long time. Government Fleet was writing about a public sector "retirement tsunami" and the brain drain behind it back in 2012, quoting a fleet manager whose 31 year veteran had just left: the skills could be rehired, but "the institutional knowledge that comes with 31 years on the job is gone." Fourteen years later the same magazine's 2026 salary study found a workforce where most respondents had more than ten years in, many more than twenty, and one maintenance manager asking the question out loud: who takes over when our generation retires?
And almost nobody is doing anything structured about it. An APQC survey of 1,000 professionals, published in October 2025, found that 92 percent of organizations do not consistently capture knowledge from employees who are close to retiring, even though over half the workforce surveyed planned to retire within five years and 58 percent of executives said they were very worried about the loss.
So the shape of the problem is plain. The knowledge is concentrated, the holders are leaving, and the default plan is no plan.
What institutional knowledge actually is
It helps to be concrete, because "tribal knowledge" gets waved at like fog. In a fleet it is specific and it is valuable. It is knowing that a certain model year runs hot on hilly routes and needs its coolant checked ahead of schedule. It is the balky lift gate that needs a tap in one exact spot. It is which manufacturer interval is trustworthy and which one was written for a climate your fleet does not operate in. It is the parts counter guy two towns over who still stocks a discontinued sensor. It is a thousand small overrides, each learned the expensive way.

Why it does not get captured
Not because anyone thinks it is worthless. The APQC research found leadership concern is high; the gap is between worry and action. Three workaday reasons keep showing up.
First, timing. Knowledge capture gets treated as an exit task, something for the last two weeks alongside returning the badge. NASA's report on knowledge continuity during employee transitions is blunt about this: when departure is a month away you can still document tasks, procedures, contacts, and lessons learned, but the deeper transfer, shadowing, practicing under the departing expert's eye, needs a longer runway. Capture has to start while the expert is still years from the door.
Second, format. Asking a veteran to "write it all down" fails almost every time. Thirty years of judgment does not serialize into a Word document, and the veteran usually does not know what they know until someone asks the right question next to the right piece of equipment. Third, storage. Even fleets that do capture something tend to put it where it goes to die: a shared drive folder, a binder on a shelf, one supervisor's notebook. Knowledge that cannot be found at the moment a technician needs it might as well not exist.
A working approach
01Map the risk first
List the people who hold knowledge that would hurt to lose, and put a rough horizon on each: retiring within a year, within five, someday. NASA's guidance suggests asking colleagues a simple, canny question: what are you most worried about losing when this person leaves? The answers tell you where to point your limited capture time. Prioritize by the combination of departure risk and how often the rest of the team leans on that person.
02Capture in small pieces, close to the work
The NASA report found that short recordings of a specific practice beat lengthy career retrospectives. The same holds in a shop. Ten minutes on why we shortened the oil interval on the hill route units is worth more than two hours of general reminiscence. Voice works better than typing for most veterans; let them talk, then transcribe. Do it near the equipment when you can, because the machine prompts the memory.
03Give every entry context
A tip without context becomes a superstition. Each captured item should say what equipment it applies to, under what conditions, and why. "Change oil at 3,500 miles" is a rule. "Change oil at 3,500 on the mountain route buses because grade changes and altitude burn oil faster, learned after two rebuilds" is knowledge. 04Review before it becomes gospel
Some veteran habits are wisdom. A few are vestigial, workarounds for problems fixed two model years ago, or plain wrong. A light review step, a supervisor or senior peer signing off before an entry joins the record, keeps the collection trustworthy without smothering it in process.
05Put it where the questions happen
The test of any knowledge system is whether a technician mid job, gloves on, can get an answer in under a minute. If the answer lives in a binder in the office, the technician will guess instead, or interrupt the one veteran left. Searchable beats organized. Findable at the point of work beats comprehensive.
What to do this quarter
You do not need a program office to start. Pick your single highest risk expert. Book one hour with them near the equipment they know best, record it, and ask about the unit that behaves strangely, the interval they quietly ignore, the failure they saw coming that nobody else did. Transcribe it, have a supervisor read it through, and put it somewhere the whole team can search. Then do it again next month. The fleets that keep their knowledge are not the ones with the grandest systems. They are the ones that started before the retirement party.
